About the client
Baltic Tolls is a Latvian road toll service provider that has run the SMSvinjetes.lv platform since 2017. With more than a decade of experience in toll management, the company works with the state road authorities of Latvia, Lithuania and Estonia, and serves hundreds of haulage and logistics companies whose trucks cross Baltic and European borders every day.
Mitigate develops and maintains the full SMSvinjetes.lv ecosystem: the SMS ordering engine, the web-based business portal and the native mobile apps for iOS and Android.
Challenge
A truck driver on the road rarely has time, a laptop or even a smartphone to buy a vignette before crossing a border. No vignette means a fine, and a vignette for the wrong vehicle class means paying too much. Meanwhile, the transport company needs to see who buys what and for which vehicle - and one invoice at the end of the month instead of dozens of separate receipts.
The platform therefore had to:
- Make buying a vignette possible from any phone, including basic push-button phones, with no app and no internet connection;
- Connect in real time with several national vignette systems (LV, LT, EE and others), each with its own vehicle classes, periods and pricing rules;
- Give companies a central account with driver and vehicle registers and consolidated invoicing across all countries;
- Confirm every purchase back to the driver within minutes, as the only official proof that the vignette is valid.

Key functionality

Buy a vignette with a single SMS
Drivers send a short command such as LV, LT 17:35 or EE JD3047 12.24 12:50 to the service number. The system recognises the driver by phone number, looks up the assigned truck, works out the right vignette and replies by SMS with the vignette number, validity and plate number - usually within a couple of minutes. Any phone will do, anywhere.

Native mobile apps for iOS and Android
In the SMSvinjetes apps a purchase takes three taps: country, period, date and time. Drivers can switch vehicles on the road and see their full purchase history in the app.

Business portal for fleet managers
A web portal where companies register their vehicles and drivers, link drivers to trucks and order vignettes directly from the office on the drivers' behalf. The portal is available in six languages (LV, EN, RU, LT, ET, PL).

Automatic pricing by vehicle class
Vehicle weight, axle count, emission and CO₂ class are stored per truck, so the correct vignette category and price are calculated automatically - no manual lookup of national tariff tables.

Consolidated invoicing and reporting
All purchases in every country are billed on one invoice. Finished, reserved and rejected transactions can be filtered and exported to Excel, XML or print.
Result
Together with Baltic Tolls we develop and maintain a platform that works for everyone involved: drivers buy vignettes on the road by SMS or in the app, while fleet managers and accountants keep full control in the business portal and receive one invoice for all Baltic and European road tolls.
